I have had clients in times past who are looking to do phase 1s in other countries. Normally the best that I can do is send them to our sister companies. I have very little information when it comes to regulations and am not always able to guide them to the propert sources to download something similar to the US ASTM. Any ideas?

I have also had several requests for information in other countries mainly in South America. The main problem in these cases is that databases simply don't exist and those that do only offer minimal information. The other issue of course is that there is no standard to follow...

There are articles in the "downloads" section that discuss Phase I markets of Japan and Mexico; those might be helpful. They were written by local professionals in each country.

Most of the consultants I deal with that do work abroad tell me that their clients still want them to try and adhere to the ASTM standard even though realistically they won't be able to complete all the neccessary components. Mexico for instance still has very limited databases available but there are some good resources for Historic aerials and topos.

Most of our Western clients in Japan prefer to use protocols based on ASTM (insofar as can be executed in Japan).

The Japanese "Soil Phase I Investigation" is of little value to anyone familiar with western protocols. There are no historic research or building/equipment inspection requirements in the Japanese protocols. The standard Japanese approach is basically an external visual inspection of the property coupled with a surface soil gas investigation.

In my experience, the use of ASTM all depends on who is the originator of the process and where they are going. I can line up an equally long list of entities based outside of the USA who use it as noted above- as guidance as can be applied; and an equal number who want to get away from it as it is too American, too mechanical, too rigid with no view to the big picture of deals, and not useful in working in more fluid regulatory regimes. It all depends on the punch line the client is looking for in the deal.
